Officer Admits Acting on Intelligence Without Waiting for Permission!

Commission testimony revealed the deep operational relationship between Crime Intelligence (CI) and the Directorate for Priority Crime Investigation (DPCI) in major drug bust operations. The witness described how intelligence operatives provide information that is often trusted and acted upon immediately, sometimes without independent verification due to the urgency of preventing narcotics from disappearing.

‎The testimony exposed how undercover intelligence operatives ("ghosts") remain hidden from crime scenes while feeding crucial information to investigators. Questions were raised about whether officers rely too heavily on intelligence sources when accessing shipping containers and conducting inspections.

‎A major point of contention emerged around authorization procedures. The witness admitted that when credible intelligence suggests drugs are present, officers may move swiftly to inspect containers based on reasonable suspicion, even if some administrative permissions are still pending. Commissioners pressed the witness on the risks of acting on unverified intelligence and the potential consequences of opening containers without proper authorization.

‎The hearing also highlighted concerns about corruption risks within container depots and shipping operations, with the witness acknowledging that trafficking networks could potentially infiltrate logistics facilities. The testimony paints a picture of a high-stakes battle against organized crime where speed, trust, and intelligence often collide with procedural safeguards.
