‎ANC’s Mbalula Admits Local Government Failures, Promises Tough Action Ahead of November Elections

‎ANC Secretary-General Fikile Mbalula has acknowledged the party’s failures in local government, saying the upcoming municipal elections will be a test of whether the African National Congress can rebuild trust with communities.

‎

‎Speaking about the ANC’s local government manifesto, Mbalula pointed to the party’s own admission that only 39 of South Africa’s 257 municipalities achieved clean audits in the previous financial year, while none of the country’s eight metropolitan municipalities received a clean audit.

‎

‎He also acknowledged ongoing service-delivery problems, including dry taps, burst water pipes, sewage spills, potholes and unexplained municipal bills.

‎

‎Mbalula said the ANC must take responsibility because it governs most municipalities in the country.

‎

‎He referred to the 2024 national and provincial elections, when voters denied the ANC an outright majority for the first time since 1994.

‎

‎“We heard that message,” Mbalula said, arguing that humility must be followed by genuine change in conduct.

‎

‎The ANC has declared 2026 the Year of Decisive Action to Fix Local Government and is promising stronger accountability from its councillors and mayors.

‎

‎Under the manifesto commitments, ANC mayors and councillors would be required to sign public performance agreements and ethical-conduct pledges, hold monthly ward meetings and report back to residents. Mbalula said officials who fail communities would be removed.

‎

‎The party is also promising automatic access to free basic municipal services for households receiving old-age, disability or child-support grants.

‎

‎Another commitment is to bring more municipal services in-house by directly employing workers for refuse collection, cleaning, security and meter reading rather than relying heavily on contractors.

‎

‎The ANC also plans to establish Community Safety Forums in every municipality, bringing together municipalities, police, traditional leaders, women’s organisations, businesses and faith-based organisations.

‎

‎Mbalula urged voters to hold the ANC accountable for these commitments when they go to the polls.

‎

‎The municipal elections are scheduled for Wednesday, 4 November 2026. Mbalula reminded voters that they can vote only at the voting station where they are registered and encouraged those who will be travelling, or who may be unable to vote because of age or illness, to apply for a special vote.

‎

‎He also urged voters to verify their registration details before election day.

‎
