Floyd Shivambu Promises to Erase Soweto’s Historical Electricity Debt
Johannesburg, South Africa: Mayibuye iAfrika president Floyd Shivambu has pledged to tackle Soweto’s long-standing electricity debt to Eskom, arguing that residents should not be forced to carry financial obligations linked to the apartheid-era struggle.
Shivambu said the Mayibuye iAfrika Movement has a “tangible solution” to the electricity debt crisis and would seek to eradicate the historical electricity debt owed by Soweto residents if the movement gains political power in the City of Johannesburg.
Responding to questions about reports that Soweto residents owe Eskom billions of rand, Shivambu questioned how ordinary residents could realistically settle such a massive debt.
He linked part of the historical debt to the resistance against apartheid, particularly the rent boycotts that formed part of community opposition to the apartheid government.
According to Shivambu, the rent boycotts were legitimate instruments of political struggle and it would therefore be unfair to demand that communities later repay debts accumulated during that period.
“The first thing that we will put in the City of Johannesburg is to eradicate the historical debt of all the Soweto residents in relation to electricity,” Shivambu said.
He added that the proposed approach would not be limited to Soweto, saying Mayibuye iAfrika intended to address similar historical municipal debt problems in other municipalities.
The pledge places municipal debt, electricity affordability and the legacy of apartheid-era resistance at the centre of Mayibuye iAfrika’s political campaign as the movement seeks to expand its presence across South Africa.
